নূরুল ইসলাম : ঢাকার সাথে উত্তরাঞ্চলের রেল যোগাযোগের ব্যাপক উন্নতি হচ্ছে। শিগগিরি চালু হচ্ছে ঈশ্বরদী-পাবনা-ঢালারচর রেলপথ। আবার সিরাজগঞ্জ-বগুড়া রেলপথ নির্মাণ কাজও শুরু হচ্ছে। ঈশ্বরদী-পাবনা রেলপথ চালু হলে একশ’ বছরের বেশি সময় পর পাবনা জেলা শহরের মানুষ রেল স্টেশন পাবে। এতকাল তাদের রেলে ঈশ্বরদীতে নেমে সড়কপথে পাবনা যেতে হতো।
অন্যদিকে, সিরাজগঞ্জ থেকে বগুড়া পর্যন্ত রেলপথ নির্মাণ হলে ঢাকার সাথে উত্তরাঞ্চলের রেলপথে দূরত্ব অনেকটাই কমে যাবে। ট্রেন ভ্রমণে সময় ও টাকা দুটোরই সাশ্রয় হবে। এ প্রসঙ্গে রেলমন্ত্রী মোঃ মুজিবুল হক বলেন, প্রধানমন্ত্রীর নির্দেশে সারাদেশের রেল যোগাযোগের উন্নয়নে কাজ দ্রুত এগিয়ে চলছে। বর্তমান সরকার ক্ষমতায় আসার পর থেকেই রেলকে গুরুত্ব দিয়ে একাধারে উন্নয়ন করে চলেছে। তিনি বলেন, ঈশ্বরদী থেকে পাবনা পর্যন্ত রেলপথ আগামী মার্চের শেষে অথবা এপ্রিলের প্রথম দিকে উদ্বোধন করা হবে।
আর পাবনা- ঢালারচর পর্যন্ত রেলপথ নির্মাণ কাজ শেষ হতে আরও এক বছর লাগবে। রেলওয়ের বিরুদ্ধে প্রকাশিত প্রতিবেদন প্রসঙ্গে রেলমন্ত্রী বলেন, কেউ আমাদের সমালোচনা করুক তাতে আপত্তি নাই। কিন্তু তারা কৃত্রিম সংকট সৃষ্টি করে একপেশে সংবাদ পরিবেশন করছে। আমাদের অর্জনগুলো তারা চোখে দেখে না। বর্তমান সরকারের আমলে রেলের অনেক উন্নতি হয়েছে। আমরা অনেক কাজ করেছি। তারা সমালোচনার পাশাপাশি যদি আমাদের অর্জনগুলো তুলে ধরতো তাহলে ধন্যবাদ দিতাম। একশ’ বছরের বেশি সময় পর পাবনা জেলা শহরে রেলপথ হচ্ছে। দ্রুত এগিয়ে চলছে ঈশ্বরদীÑপাবনা-ঢালারচর রেলপথ নির্মাণের কাজ। এতদিন পাবনা শহরে কোনো রেলপথ ছিল না। পাবনার বাসিন্দারা ঈশ্বরদী নেমে বাসযোগে পাবনা যেতো। আবার ট্রেনযোগে ঢাকা আসতে গেলেও একইভাবে বাসে করে ঈশ্বরদী এসে তারপর ট্রেনে উঠতে হতো। এতে করে সময় ও খরচ দুটো বেশি লাগতো। আগামী মার্চ মাসে ঈশ্বরদী-পাবনা রেলপথের উদ্বোধন হলে পাবনাবাসীর দীর্ঘদিনের স্বপ্ন পূরণ হবে।
ব্রিটিশ শাসনামলে ১৯১৪ সালে পদ্মা নদীর ওপর হার্ডিঞ্জ ব্রিজ চালু হয়। সে সময় বলা হয়েছিল, একটি লিংক রেল লাইন ঈশ্বরদী হয়ে পাবনা পর্যন্ত যাবে। একশ’ বছরেও তা নির্মিত হয়নি। বর্তমান সরকার ক্ষমতায় আসার পর রেল যোযোগ উন্নয়নে অনেকগুলো প্রকল্পের মধ্যে ঈম্বরদী থেকে পাবনা হয়ে ঢালারচর পর্যন্ত রেলপথ নির্মাণের সিদ্ধান্ত হয়। তারই আলোকে প্রথম পর্যায়ের দুই ভাগে ঈশ্বরদীর মাজগ্রাম থেকে ঢালারচর পর্যন্ত রেল লাইন ও রেল স্টেশন নির্মিত হচ্ছে। এ প্রকল্প বাস্তবায়নে ব্যয় ধরা হয়েছে প্রায় ৯শ’ ৮৩ কোটি টাকা। রেল সূত্র জানায় ঈশ্বরদী থেকে পাবনা হয়ে ঢালারচর পর্যন্ত ৭৮ কিলোমিটার রেল লাইন ও স্টেশন নির্মাণ কাজ দ্রুত এগিয়ে চলছে। এ রেলপথে ট্রেন চালু হলে ঈশ্বরদী ও পাবনার মধ্যে সেতুবন্ধন তৈরি হবে। এলাকারও ব্যাপক উন্নয়ন হবে। রেল সূত্র জানায়, আজিমনগর থেকে ঈশ্বরদী হয়ে রূপপুর পারমাণবিক বিদ্যুৎ নির্মাণ কেন্দ্র পর্যন্ত ডাবল রেল লাইন নির্মাণের সিদ্ধান্ত হয়ে আছে।
ভুক্তভোগিদের মতে, উত্তরাঞ্চলের পাবনা ও নওগাঁ জেলার কোন রেল স্টেশন নেই। সান্তাহার রেল জংশন থেকে নওগাঁ পর্যন্ত সড়ক পথে অতি স্বল্প স্বল্প দূরত্বে লোকজন যাতায়ত করে। আর পাবনার সঙ্গে সরাসরি রেল যোগাযোগ না থাকায় লোকজনকে রেলে ভ্রমণ করতে অনেকটা ঘুরপথে যেতে হয়। পাবনার মানুষের জন্য রেল পথে ভ্রমণ কখনই সাশ্রয়ী নয় এবং সময় বেশি লাগে। এই পথে ট্রেন চালু হলে বহু দিনের সেই সমস্যা কেটে যাবে। মানুষ পাবে সাশ্রয়ি ট্রেন ভ্রমণের সুযোগ। রেল সূত্র জানায়, এই রেলপথটি ডুয়েল গেজ হবে না। শুধু ঈশ্বরদীর মাজগ্রাম রেল স্টেশনের মান উন্নীত করে এই পর্যন্ত ডুয়েল গেজ থাকবে। ৭৮ কিলোমটার দীর্ঘ এই রেলপথে নতুন রেল স্টেশন নির্মিত হবে এগারোটি। স্টেশনগুলো হবে বি ও ডি ক্যাটাগরির। রেলপথে ছোট বড় মিলিয়ে সেতু থাকছে ১১৩। লেভেল ক্রসিং থাকছে অন্তত ৫০টি। এই রেলপথ প্রকল্প বাস্তবায়নে ভূমি অধিগ্রহণ করা হয়েছে ১ হাজার ১৪ দশমিক ২১ একর।
এদিকে, বগুড়া থেকে সিরাজগঞ্জ পর্যন্ত ৭০ কিলোমিটার রেলপথ নির্মাণের পরিকল্পনা অনেক আগের। যমুনায় বঙ্গবন্ধু সেতু নির্মাণের সময় উত্তরাঞ্চলের বড় একটি এলাকার সঙ্গে অল্প সময়ে রাজধানীর যোগাযোগের জন্য সিরাজগঞ্জ থেকে বগুড়া পর্যন্ত রেলপথ নির্মাণ করা হবে। এ প্রসঙ্গে রেলমন্ত্রী মোঃ মুজিবুল হক গতকাল ইনকিলাবকে বলেন, ভারতীয় অর্থায়নে এ প্রকল্পটি বাস্তবায়নের অপেক্ষায় আছে। তিনি বলেন, ভারতীয় এলওসি অর্থায়নে সিরাজগঞ্জ থেকে বগুড়া পর্যন্ত রেলপথ নির্মাণ করা হবে। তারা সম্মতি দিলেই কাজ শুরু হবে। সূত্র জানায়, বর্তমান প্রধানমন্ত্রীর কাছে ২০১৫ সালের ১২ নভেম্বর এই রেলপথ নির্মাণের দাবি জানানো হয়। সেদিন বগুড়া আলতাফুন্নেছা খেলার মাঠে অনুষ্ঠিত বিশাল জনসভা থেকে প্রধানমন্ত্রী শেখ হাসিনা বগুড়া-সিরাজগঞ্জ রেললাইন নির্মাণের প্রতিশ্রুতি দেন। প্রধানমন্ত্রীর সেই প্রতিশ্রুতি বাস্তবায়ন করতে যাচ্ছেন রেলমন্ত্রী মুজিবুল হক। এই রেল লাইন নির্মাণ শেষ হলে ঢাকার সাথে উত্তরাঞ্চলের দূরত্ব অনেকটাই কমে যাবে। খুলে যাবে উত্তরের সম্ভাবনার দুয়ার। বর্তমান সরকারের আমলে নতুন রেল লাইন নির্মাণ প্রকল্প ছাড়াও বেশ রেল লাইন পূনর্বাসনের ব্যাপক উদ্যোগ নেয়া হয়েছে। রেলওয়ে সূত্র জানায়, সারাদেশে ৯৪৮ কিলোমিটার রেলপথ পুনর্বাসনের লক্ষ্যে বিভিন্ন প্রকল্প হাতে নেয়া হয়েছে। ইতোমধ্যে ৬৮৯ কিলোমিটার রেল লাইন পুনর্বাসন কাজ শেষ হয়েছে। এর মধ্যে রয়েছে লালমনিরহাট-বুড়িমারী বুড়িমারী ৯৫ কি.মি., পাঁচুরিয়া-ফরিদপুর ২৬ কি.মি., কালুখালী-ভাটিয়াপাড়া ৮১ কি.মি., রাজশাহী-রোহনপুর ৯২ কি.মি., ঢাকা-নারায়ণগঞ্জ ২০ কি.মি., গৌরিপুর-জারিয়া-ঝাঞ্জাইল ৭৮ কি.মি., ফৌজদারহাট-সিজিপিওয়াই ৩৭ কি.মি., ময়মনসিংহ-জামালপুর ৮৬ কি.মি., ষোলশহর-নাজিরহাট ২৪ কি.মি., লাকসাম-চাঁদপুর ৫ কি.মি., তিস্তা-রমনাবাজার ৪৮ কি.মি., পোড়াদহ-গোয়ালন্দ ২১ কি.মি., সৈয়দপুর-চিলাহাটি ১৫ কি.মি. রেল লাইন। এগুলো বাস্তবায়িত হওয়ার সাথে সাথে একে একে রেলওয়ের উন্নয়ন দৃশ্যমান হচ্ছে। যদিও রেলমন্ত্রী মোঃ মুজিবুল হক প্রায়ই বলেন, আগামী দুই বছরের মধ্যে রেলওয়ের দৃশ্যমান উন্নতি হবে।
